yes by an 'innocent' motorist that can't even watch the road ahead of them.

You've got to assume given the police tweeted the motorist behind was innocent, then it wasn't their fault. Given it's the police's job to investigate stuff like this.
if you're following someone even at a reasonable distance and they quickly shift lanes you've got very little time to react to a stopped car in lane 3 at motorway speeds.

Who's fault was it then, the magic flying pixie who covered her eyes. The lambo was empty of people, there were no injuries, they decided it wasn't worth investigating as probably too busy
