Maybe the mentality is to 'go big'. Claim whiplash, loss of earnings, sue the other driver 'biggly' and see what happens. I once read an account from an American about their trashy aunt who was so addicted to frivolous lawsuits that they pulled a crash-for-cash in a funeral cortege. rah1888 said:

I would say that without knowing his field of view that might not be knobbish phone placement; Mrs D and I are very different heights so something that blocks my view doesn't block hers and vice versa; my preferred screen mount placement would obscure her view of the pavement, and in many cars the sunvisor obscures my view of everything. So where he has that phone might only be blocking his view of the top of the dash and possibly the bonnet.

5:39 the problem with these short clips is you don't know what happened before... Sure, this might have been a "Metro joined and randomly did a stupid manoeuvre" situation, but there's something about it that makes me think the cam car driver had been winding up the Metro driver for a while, who then did a stupid manoeuvre that could easily have ended in a 3-vehicle collision. The facts:
1) It's a Metro with a suit-bag hanging in the rear window. This immediately makes me think young chap who is going off to an interview, a do, or his first grad job. Young chap makes me think massive testosterone and poor judgement, with a need to "prove" oneself and not be dicked about by someone trying to get one up (even though I'm sure we all cringe later at some of the stupid things we did due to testosterone).
2) It's a non-MG Metro; on a good day it had 40-60bhp when new. It's not the sort of car that can catch you by surprise at those speeds, that manoeuvre is the culmination of a decent portion of a mile on the throttle, and the speed delta was minimal so he would have been alongside the cam car for a while.
3) The cam car was flashing his lights before the Metro was even fully in-lane (I thought it was the reflection of DRLs but it goes off again) so knew exactly what was happening.
My money is on the camcar driver either deciding an old Metro should stay behind him because of the imaginary car hierarchy he has invented where whatever he is driving is somehow superior to everything else, or he thought it would hilarious to repeatedly let the old Metro start to overtake then give it a squirt and pull out in front again. This is akin to spending 10 minutes poking a dog and then getting upset when it nips your finger.
Of course I could be completely wrong, the Metro driver could have been on his way back from a Metro Owners' Guild meeting where they watched The Fast and the Furious, or Duel.
