Apparently 0 relates to the government, so yes it’s very rare.

They basically invented it to have the “top” plate and are now selling it due to money problems! It is now part of their heritage and not far removed from selling the buildings they work in. One such past plate (not a “0”) was going to auction but got sold cheap to the official authorising the sale IIRC!!!
