People are interpreting '3D' far too literally. The state is concerned about perspex plates with part of the black characters highlighted in grey to give a 3D appearance. They do not care about pressed metal UK compliant plates.
'4D' is an obvious nonsense, but this is how vendors refer to stick on black characters which people then attach to their compliant number plates.
