Yes, I would bet the drag would be improved by throwing most fake diffusers in the bin. Making that fake vent above it functional would help too, letting all that trapped air out.

With the push for efficiency it's unlikely that a manufacturer would want it if all it did was add drag.

Does it matter if people like something for the way it looks?

Neither of us know if that adds to the drag of the car.

It’s not really any different from Ricers other than it’s factory fitted rather than bought Halfords or eBay.
