No F1 car will be faster now - the McMurty has more power (1000hp), pretty much the same weight (they claim sub-1000kg) and a massive fan to generate downforce from 0mph. It's also tiny, so quicker up a narrow course compared to the massive modern F1 car.Could an ICE car be built to be faster? Probably.

It's like with the World Land Speed Record. When jet-powered cars were mooted they were not eligible, and many felt they should never be. But that is Luddite thinking. Once they were allowed it was clear that wheel-driven cars were over for the absolute record. If you like your motorsport fossil fuel powered circuit racing will be staying that way for a fair few years yet.
You can still contest the Land Speed Record for wheel-driven cars but nobody cares.
So, in the same way, you can't halt progress and you can't just ignore EVs. They exist and one now holds the absolute record for the Goodwood Hill Climb.

Not a chance. The track is too narrow and too bumpy for a F1 car, and too slow to generate proper downforce, and too short to get proper heat into the tyres.The Goodwood course is wholly unsuitable for a F1 car.
