So, all you need to fix up lousy corporate management is to a lousy government management? The problem with government is that bureaucrats, not knowing the purpose of a profit because they've never seen one in the wild--or even in a zoo--think that a company can get along fine without one. So they tax corporations to a fare thee well and companies either go out of business or send their operations overseas. Then with former employees unemployed, the government decides to encourage businesses by setting up special programs (or programmes in your case) that only foreign businesses can take part in because only they've had any profits!
Government is/are the problem, not the solution.
