There is a particular plate that I am looking for and through searching I have found that it is already registered to a car. The RAC plate checker has provided the car details.

Is there a way or procedure to allow me to contact the owner and make an offer? I have no details of anything other than the make and model of the car and of course the registration.

This. Even staff at the DVLA (if you are lucky enough to know one) can not do a search for the owner as it leaves a 'footprint' on their systems.

Not officially.

Why not:

1) Post number plate and car details on here, see if it belongs to a PH'er (or anyone knows where is resides).
2) If they do ask PH'er to pass on your number.

Get the address from DVLA, Go round with screwdriver (Preferably at Night) lie low in Mexico for a few months, come back, register plate on your car after you "find" them in a bush.

The best way almost certainly is to drop the plate details on here and hope somebody can help.

DVLA will give you owners address if you have a reason, for example if someone has hit you. Whether you fib to obtain said info is up to you.

Not true

The police can give you info if the other party accept responsibility for a small rta and accept that there adress will be given

What are you trying to spell? Perhaps someone could think of a clever way of doing it with a cheaper/available plate?

I am trying to spell my wifes name - 'Yasha' the plate i want is on a 330ci sport Y4 SHA

DVLA are getting increasingly strict on giving out details and now require data protection registration number before giving out details to people claiming to be accident management bods.

The DVLA should charge you a small fee, to post your details too the person with the plates informing them of the situation. Itd be a way for them to make money plus keep everyone happy!
