Engineers report or SVA

Hi guys
I am new to piston heads so hi and excuse me if this has been discussed before.
Basically i am in the process of building a project car that has an uprated engine, replacement floorpan and rear wheel drive configuration from a donor car, along with various other mods (no body mods) I know it is going to be a pig to insure but was wondering if it would be easier if i had an engineers report.
The other issue is do i need an SVA test? Ihave looked on the Gov website but isnt very clear on when you need a test and for what reasons.
