Given that the plants in Japan are having to reduce production/close on account of the earthquake and tsunami, I would have thought the answer to the question is fairly clear, irrespective of market conditions.
Any reductions in production at UK plants are more likely to be delayed based on shipping schedules for parts from Japan.
In other words, if market conditions were "stagnant", it would not be unusual for the plants to reduce production anyway.
I'm unsure as to whether "making excuses" comes into it, that's all.

The Japanese company that supplies certain components to my company are in full operation and assure me there are now no concerns re the supply of the raw materials they require, supply issues their side etc etc.
For sure, there was a period where the nation was getting itself together after the incident and there WERE certain problems then. But due to the legendary Japanese efficiency this lasted a matter of a fortnight at most.
Toyota are still reeling from their not unsubstantial losses, financially, last year and are, as most Japanese companies, always looking at ways of reducing costs. Today they announced that their UK plant has reduced production to 1 1/2 days per week due to 'parts supplies'
If anyone with inside info of Toyota here can confirm that the staff at the plant are still on full pay then I will sit corrected. But.........
