Personally I'd go for the well used and well looked after car over the low mileage garage queen.
996s genuinely like being used. Mine would always be a bit grumpy and throw up a minor issue or two when it sat for more than a couple of weeks. When I worked overseas for a few months I had my mate take it for a spin every week to warm it up and get the fluids flowing.
My indy told me the garage queens he sees are always the ones throwing up big bills. Those in daily use tend to get serviced more regularly and as such little things get picked up and the driver is more aware of them.
Low milers are for poseurs and penny pinchers... high milers are for the drivers!

It suggests (not certain but enough to put me off) that they were more interested in some silly superficial mods than having a well sorted car. It makes me think they couldn't afford the car they really wanted and therefore may have been tight on cash for other things the car needed. Now this could be garbage, there is a very well known, very well modded Turbo that carries GT2 RS badges.
But it puts enough doubt in my mind to walk away (or at least ask for a discount)

I read that the 996.1 C4 is 55kg heavier than the equivalent C2, so does that mean the C4S's wide bodywork, Turbo suspension and brakes add another 95kg?! Maybe the 996.2 C4 is heavier than the 996.1 C4 to begin with..?

The C4S shell is the turbo shell which is the stiffest 996.x shell that was made (if you ignore the stitch-welding rumours about the 996.1 C4 shell used by the GT3). The rest of the weight will be front diff, driveshafts, brakes, suspension etc etc.
The turbo adds a further 90kg of weight over the C4S, but of course makes up for it with plenty of additional poke.
