It was a Private Members' Bill but ran out of time going through the House of Commons process. It has not been resurrected so appears to have 'withered on the vine'. Presumably everyone was at a party instead of expediting its progress through the House.

anyone have recommendations for cheap/cost effective but also good front plates? I imagine stick on front plate

That's 3 years old, but in the meantime it seems that new laws have been passed.
"For vehicles made after January 1, 1973, the front number plate must have a white background while the rear number plate at the rear must have a yellow background.
Numbers and letters must be exactly 79 millimetres tall and there must be a space between the numbers that mark the year and the three random letters.
All registration plates must be in a specific “Charles Wright” font which has been in use since 2001.
Characters must be 79mm and 50mm wide (except the number 1 or letter I) and the thickness of the character stroke must be 14mm.
The space between characters must be 11mm and the space between the age identifier and the random letters must be 33mm"

Indeed the design and format but we're dealing here with the absence of a front number plate rather than a cut down/sawn off type. At present it stands at a fine and the legislation to make it an endorsable offence has failed to make it past the line.

A 1000 quid fine would seem to be more of a deterrent than an endorsement.
And if it has no front number plate it fails the MOT, which means the plate was fitted at the time of the test, so you can't say there's nowhere to fit it.
Unless of course the test was conducted by a corrupt MOT tester.
