Mini Hatch F56 JCW. A total riot and leagues ahead of the Fiesta in terms of refinement.
+1.I ran a regular F56 Cooper S for a year and a half and it was great fun. Bought nearly new and only lost a few K in depreciation despite taking the mileage from 6k to 23k.
Would definitely look at a a year old JCW as you'll get the balance of the manufacturers warranty whilst avoiding the initial depreciation. Should manage a top spec one for the price range you mentioned. The 2L B48 unit used in the F56 can easily be taken above 300bhp if you're so inclined.
Had a nosey round the new ST and whilst I'm sure it drives great, the JCW will be quicker, better equipped and arguably more fun.

So ignoring the first two replies as they cant read it seems, then no I don't think that at that price point unless there's some ferocious discounts available on cars from the class above the Fiesta ST is head and shoulders the class leader for driving.
Carwow you can get a Mini Cooper S new at the price point. Should we just dismiss all of your reply too based on you ignoring the ability to do a google search?....Or perhaps be an adult and suggest the OP explores both the ST and the MCS options as they are both good cars?
I've just bought a new Polo GTi +, with the extras on mine (was one already ordered and in the system so I didn't have to wait almost a year for it!) it was just over £25k (I got almost 3k off that price though). Is a great all rounder, quick and peppy enough (esp in sport mode), yet comfortable and refined enough to use as a DD. I get a lot of good comments on it from people (it's in the rather fetching met blue) and I am more than happy with it, is a good compromise between the Leon FR SC 1.8 DSG it replaced and the Abarth 500 I had before that.
I highly recommend them.

Occupation rather apt it seems. If buying outright - which it seems the buyer mentioned in the OP is - then something less than a year old or even pre reg is hardly miles off criteria-wise.
I was going to recommend the Cooper S as it can be had new within budget (mentioned by another poster) but at the price point mentioned a low miles/nearly new JCW is a better prospect.
I've no doubt the ST is a great car btw, reviews have been glowing from most. The Mini is just a different prospect.

From experience of buying a brand new F56 Cooper S(granted it had £5k worth of options on it though), I wouldn't go anywhere near a brand new Mini again. I paid £25k for mine almost 2 years ago and the trade in now is £11k(I've only done 11k miles in it).
I'd still be tempted with a used one though, but I would find it very hard to look past the Fiesta ST now. The Mini depreciates like a lead balloon.

Try speccing one up to Fiesta spec then compare. Plus still not as good, it wasn’t as good as the last fiesta let alone this one, are they even available new still as the new one is in the pipeline?
The point being, with a minimal amount of discount one is in price bracket the O/P has given. And as has been said "A total riot and leagues ahead of the Fiesta in terms of refinement"
And yes they are still making them, and no a new one isnt in the pipeline (for a number of years yet)
And heres a well spec'd one with just 200 miles for £25,891. I am sure that price could be negotiated a little.

However, i'd have thought a well spec'd one, factory order and with a discount would come in in budget, albeit the top end of it.

The ST and JCW cover the requirements of two different types of customer. I know which one I'd rather be in (spoiler, it's the JCW).
Even if I had circa £30K to spend on an i30N, Civic Type R, Megane etc I'd find it very hard to look past a new Fiesta ST3 with Performance Pack with a significant saving. It's an incredible package for the money and an absolute riot to drive.
My money would be going on the Fiesta. Drive the deal seemed to have the best deals on them when I was having a look around.
