When 99 BHP is too much

Can anyone with experience recommend a city run about that is even more fun than a Panda 100HP?
The 100hp is currently used to zip about South London as a daily while keeping within the speed limits. Never goes out of town.
I have other cars to go quick in (AMG etc) so this was bought to replace a 182 which was just too quick if I opened it up (in town) and the panda is much closer to what I was looking for. Close ratio box etc allows me to pedal it along without anyone really noticing.
Panda's ride is obvious crap so the rest of the family hate it!
However, I wonder if there is anything even better? Ideally even slower so I can rev it out more while staying sensible.
Was thinking about an original Mini but ULEZ kills that idea and any other modern classic. I already have an MX5 so need 4 seats.
Considering one of the 60hp VW Up's but no idea if the steering/gear-change etc will be city car life-less.
Any other suggestions?

I had a 60bhp Skoda Citigo, which is the same as the VW Up! Actually a very "grown up" car to drive, far nicer than the Panda Multijet that I had previously. A little bit underpowered for A road hills, but able to keep up with normal traffic.
I've now got a Kia Picanto. Very close to the Citigo for refinement and quality, but much better equipped for the money. Mine is actually the 1 litre turbo version, with 99bhp, so it goes quite well too.

Have had a 100hp in the past and our current city car is a Peugeot 107 with 60-something bhp. On the plus side, it doesn't seem to mind being hustled along at a reasonable pace, steering has a bit of weight and it's agile, but sporty it definitely is not and I think it would be quite a step down from the Panda in terms of driving experience.

See also Hyundai i10 N-Line. Had one as a courtesy car for two months and it was a great nippy little thing to drive.Currently have a Alfa Mito Twinair with 105hp. Nice little car and the engine has a lot of character. Ride is maybe not the best though.

Hyundai i10 active. 2nd generation I think maybe. It was 2011 so the tall boxy one.
I’m not kidding it was a hoot to drive. Just 85bhp from the sweet and revvy 1.2 and all the controls were well weighted and had good feel. I used to borrow it and thrash it (don’t tell her) for fun. Best thing was it had a dash mounted gear lever just like an ep3 type r.
Okay so it’s no looker but that means you can park it anywhere and not care about it. Smallest car I’ve ever driven so perfect for punting around the urban environment.
If you have over 10k to spend I’d say that picanto 1.0 is a good shout. It has the same 99bhp but with a turbo the power would be more accessible for town and city driving. They look fun.

Plenty of cars I hadn't considered/wasn't aware of !
I missed out on a members Micra SR prior to buying the panda so have been looking at these and twingo's.
A neighbour has a Lupo GTi which I love but I think they are getting increasingly difficult to find at sensible money.
The korean options sound like they would be well worth looking at.
