What’s the scam here?

I have a niche car listed for sale in a few places, including Facebook. I received this message:
Immediately, I suspect scam (no reference to any specifics of the car I’m selling; “WHATS APP”; insistence on a telephone number etc.). My suspicions were more or less confirmed by the follow up:
My question is: how would having my ‘phone number be a scam? Surely they’re readily available for pennies on the dark web?
The other option is that he’s a genuine buyer and I’ve entirely misjudged him!

Asking if you value the fact that he's keeping the car for himself and not being a dealer and wanting a fair price. If your reg was shown tihe pics then he easily have done the ULEZ checks himself. Sounds like he wants a bargain and will use ULEZ to pummel you down further.
I could easily buy a non-ULEZ car and have no intentions of ever setting a tyre in a CAZ.
