Cheapest I have heard of is a Locost, there's a Haynes manual instruction book where you can build a 7-style car with a Ford Escort/ Sierra donor for £500!
Insurance on a kit car is dead cheap, we have a Robin Hood as a 1/2 share between me and my parents, we've just insured it - all 3 of us for 12 months through Footman James for £197 and they will give you money back when it's off the road in the winter. Adrian Flux are also pretty good but we found Footman James to be cheaper for us.

There were 2 books, one Escort based where the writer claimed he had built it for under £250, and the current book which is Sierra based and makes no claims about cost, only that is built on a budget.If you're buying a kit as a first car, buy something that has done some miles as a kit car.
Kits are typical of the failure bathtub. Once registered there will be a period where "niggles" are ironed out, bits will drop off and need re-engineering. I'd be concerend that a low mileage car wouldn't have been through this process.
Doesn't matter for most kit owners since most kits are second cars and it's OK to take it off the road to work on it. Not so if you rely on the car for daily transport.
