Then low and behold, the race was extended by two laps. In contrast, the mid-engined race was red flagged 4 laps before the end because a car was in a dangerous position on the exit to Graham Hill bend. It could easily have been towed off under a safety car.

cannot comment about Brands in patricular but the use of a safety car appears to depend on the the "championship class" of each race. In Scotland, where I marshal, a Safety car is only used during specific races which are usually visiting rounds of a national championship. Rounds of local Scottish championship races are not covered by a safety car, relying instead on waved yellows or a red flag.
