I believe that’s OK, you haven’t been disqualified it’s just you aren’t eligible for a driving licence.

They have license progression through karting.

if a junior is caught TWOCing or other driving misdemeanour, it could end with a ban by the courts. In which case, that junior would have to hand in his or her comp licence. But that would be blatant law breaking by the junior. Plenty of times magistrates have banned drivers who don't even have a licence.

Back in the day, Colin McRae lost his licence and had to go to Finland and pass his driving test in order to be able to continue competing abroad. He still couldn't compete in the UK, but he could compete in Europe and Asia. Indeed it used to be the case that if you got banned on your UK licence in mainland Europe, that didn't count in the UK so you could carry on. But the legislators have got wise to that now.

If you get a short ban, like 7 days, do you still have to inform the MUK? Would you bother? might not be top of the list.

Fundamentally it appears to be a bit of a PR exercise.... Those at the bottom of the social order will ignore it, and those at the top will employ expensive lawyers. The rest will do as they are told.
