EU Directive - bad news for motorsport

I'm only the messenger, so please don't shoot me for passing this on. Good discussion point I think, and I would welcome any thoughts/questions, which I could add to my report.
But basically, the European Court of Justice has ruled that all vehicles, regardless of use, or where they are being used, must have compulsory insurance. (The background being that a Slovenian farm worked was struck on Private land by a tractor/trailer. Initially the local Insurer refuses to cover/pay-out under the Road Risks cover because the incident took place on private land. But the EU over-ruled this decision, and made the Insurer settle the damages.
The EU directive mentions all powered motor vehicles, and specifically mentions Golf buggies, Mobility Vehicles and Sit on Lawn Mowers, and although it doesn't mention race cars - they clearly fall within the definition of a vehicle).
Will affect the UK Motorsport scene - particularly grass roots you would think. And although some will think its just (another) scheme to make Insurance companies rich, I can confirm that margins on race car insurances are very slim, and if we were forced to insure drivers/series we currently try to avoid, it could be a costly exercise for Insurers also.
At the moment, the UK Government is currently seeking clarification, but we are one step nearer to compulsory insurance on race cars.
I'm firing some specific questions into Government via BIBA and will keep all my motorsport friends updated.

Andy, I believe you correct in saying MSA provide some level of liability cover. But this directive also looking at a motor insurance policy to provide cover against damage to vehicles.I assume the MSA are fighting our corner?

Maybe some will turn to illegal "races" or rallies around industrial estates or in rural areas in their road cars. That will make things safer for all. Not.

Why would it have any effect? It's not cover for the car its third party, I get third party cover as part of my race license it cost me 8 pound a year, what ever car i drive, I have 2 race cars so 4 pound each if it was oon the car.
