I seem to remember Penske wanting to take on the 919 as a customer entry when Porsche withdrew, but Porsche said no. Pity if true.

Interesting. I wonder if Penske would be allowed to run LM24? I'm guessing Penske will serve as the factory team in North America/IMSA and Weissach serving WEC.

Depends how many cars Porsche chose to enter at LM, if they were onky entering the 2 cars I can't see there being an issue with 2 becoming an effective 4 car entry with the 2 Penske cars there in another garage

As I read it Porsche and Penske will be collaborating to run the factory entries in Le Mans and US. Similar to Audi and Joest at Le Mans?

Presumably the customer cars will be up to the customer teams to run.

How I understand it is: Penske will run 2 works cars in IMSA and WEC/LM24. The Penske workshop will be used for the IMSA cars and the Weissach workshop will be used for the WEC cars.

They certainly have! The Penske Porsche 917/30.

The yellow DHL car was also a Porsche Penske design and with Acura they basically totally showed up Audi et al by winning races in a class lower car in a way. It was fabulous engineering and envelope pushing by both.
