Toyota won't pull out of F1 until they win, because of the huge loss of face which the Japanese can't deal with.

The Lexus-Williams-FA idea does give them a face-saving opportunity though, and they would be mad not to go for it....but would Frank...?
I think he would be mad not to as well.
