Couldn't say, I only got that far as per the vid. I'm guessing no unless you're a contractor. Maybe the whole road has gone this time though.
It looks like they're ferrying rocks and stuff from the summit by helicopter as well, unless they're doing some path repairs as well.
It does amuse me that this road keeps falling off though after a bit of rain. Remember the euro floods back in 05, we did a road trip taking in some swiss mountain passes only a month later, and there was only one road we couldn't go on. The rest had been repaired or were in a state of repair with no restrictions to access. On nearly all the passes we went up, you could see the damage the rains had caused. Much worse than over here.

strines? did it the other day with my daughter in tow. fantastic road. from there, through hope and edale valley. my favourite bit is the long long climb out of edale up what can only be described as a mini swiss pass woke up a few walkers that's for sure

Strines..? Long way round, but a great road. I asssume you mean north Sheffield > Strines, then...
Hope Valley > Winnats > Rushup Edge > Chapel > Whaley Bridge > Macclesfield road > Pott Shrigley > Adlington > straight on past Adlington Hall > Dean Row > Handforth > Stanneylands Hotel > Styal > Manchester airport > M56 > Manchester.

It's a great route through the night or early morning, but keep it to yourself...not much traffic uses it.
It is indeed winnets, and there was a vw advert photographed on there years ago as well, the one with the golf through the fence
that route you describe is not disimilar to one I'd do myself, although at the whaley bit, i'd head down the a6 and strines road back to home

I was getting confused here. Your Strines is the Cheshire Strines, I guess...?
The Strines I was referring to is just a pub on a great yellow road, from the A57 (between Sheffield and Ladybower Reservoir) to the A616 at Midhopestones/Langsett.
Thought you were in a helicopter there, for a moment...!

I've done the Pott Shrig route a few times, but don't know it that well...so I have to lift!
