dropped kerb access

Just had an official dropped kerb to my property as there is only limited 3 hour parking outside my house. The council who gave me permission to get the kerb done now say they do not draw the white access markings fo you and I will have to get permission from my local counciller who will consider whether it is necessary, which means anyone can still park accross my vehicle access. Does anyone know the law on this?
The white line adds nothing to the offence or enforcement powers, all it does is make it very visual.
It's an offence of obstruction to block you getting onto the road, but not onto your property (that would be a civil matter).
For some councils parking across a drop kerb is a defined PCN matter & they can issue a ticket.
