Rover 25 blower speeds

Just picked up a 25 and it's blowers only work on speeds 3 and 4. Apparently it could be a resistor, can anyone shed some light on that? Thanks

Thanks, confirms my thinkings and what others have suggested. Ordered an updated ceramic resistor set.
