Could you elucidate on why it's a shame Proton pulled out of small, possibly not-profitable market for them?

MG would be today's equivalent I'd say.

Those same budget-conscious customer who didn't buy them in the first place? Obviously there were not enough of these budget-conscious customers to make it worthwhile.

I'm sure most businesses would leave a market if there was no growth/profit in it.

Just out if interest. Proton made cars under licence from Mitsubishi, that license had restrictions on it. One was they couldn't build left hand drive cars. Consequently to this the UK was actually their second biggest market.
There a few books around about how Malaysia wanted to copy Parks success in Korea to develope a domestic car maker, but they rushed it, and went for a licenced product. This give them a car they could quickly introduce to the local population, but the restrictions in the license doomed them in the long term. There was also clause that foreign nationals couldn't enter the factory, when lotus got involved there was a driver training event in the car park, my presence with a British passport was a problem.
The factory in Shah Alan actually has a banked track on the roof, like the one in the Italian Job, went round in a Proton Persona 100km no hands.
