Granted, the protection of road/rail intersections needs to be reviewed, but this doesn't excuse the drivers responsibility.

I, as all other companies who run HGVs, have to have an Operators Licence, and our vehicles are fitted with tachographs. One of the major reasins for these controls is to make people aware of driving hour restrictions, and to allow easy prosecution for infringements. Unless motorists are responsible, there is no reason why they should remain exempt from similar regulations.

Sorry, I didn't mean to suggest it was the road planners fault and Hart was blameless just that as with most things there are usually several causes.
