Rapid response teams to clear up the debris on our motorways

All sounds good, but in reality they're peeing in the wind with many stretches of motorway.
Places like the M6/M5 interchange, are so overloaded with traffic that any benefit will be hard to discern.
I was heading back to my office (Cannock) from Cheltenham a week last Friday, and I reached the M5 jct 1 within 30-45 mins (no speeding), and then took 2 hrs to cover the remaining 20 odd miles. This is just one of many anecdotal bits of evidence, and just once such area on a whole network of m'ways designed to cope with yesterdays traffic volume.
