I noticed some of the rtv sealant came away where it is applied to the liner under under the head section, i.e. top of the liner. Is this something that be reapplied without disturbing the liners, which rtv is recommended?

for reference the liners are flush with the heads and previously showed no signs of letting water/compression gases out.

They should be raised, not flush

I saw 4 thou and someone else said flush with head, usual TVR spec then!

I loathed to disturb them if there wasn't a problem before.

4 thou is the correct spec, many people have suffered repeated head gasket failure purely because the liners were flush.

I would in my car get the liners reseated so they are correct rather than risk a failure when a long way from home on some Euro trip or other.

I take reseating fitted liners would be very lucky and not make economical sense versus new one.

Someone rebuilt this engine before me, added a larger journal crank, new shells etc but kept liners flat with blocks and to their credit as I've not had an oil/water problem. But there's no paperwork.

I agree with you, if there were no leaks before you are probably fine

4 though is only 0.1mm, so don't be so sure that they are flush, they may be raised
