A few grand here or there and I would have sympathy (though I'm not a tax inspector). But as much as this country's tax regimes are galling, 25m quid is more than just a slight oversight!
If you want to pay less tax, you go elsewhere...or change your name to Al Fayed and "do a deal" with the Inland Revenue. Sometimes citizenship isn't worth a great deal after all...

Andy, it's not about saving tax, it's a VAT scam. It's like carousel trading: how it works is basically you network it such that you buy something that is very quick to sell on, such as mobile phones, computer chips, bullion gold, diamonds or whatever & you buy them in at 0% vat either via EU company or some other means, sell them to a legit company at LESS than market price PLUS vat, you effectively make a loss on the actual net price of the goods, but make that up through the VAT margin of 17.5%. This never gets paid to customs by the selling company.
It wouldn't take a lot of time to amass some serious sums given the liquidity/extreme competitiveness of the type of product these guys would trade.
e.g. latest mobile phone/computer chip etc todays market price £100, buy 10,000 units cost £1,000,000. Sell these on at £95 each plus Vat, means £950,000 net plus Vat, a loss of £50,000. VAT element is £166,250, therefore a real profit of £116,250.
