“Genuine Interest” for Common 2020 Global Prototypes

I know little about car racing, but I presume this means there is a chance for the US competitors to enter the WEC - possibility of common prototypes across the board?!? If so, I guess by 2020 more manufacturers could be entering Le Mans at LMP1 level?
