Symptoms are blue smoke from start up, soon goes away. Smokes when applying throttle after going down hill in gear foot off accelerator. No noticeable smoke under normal driving and at WOT high RPM

From looking online I'm thinking it will be valve stem seals?

Am I right, or could it be owt else?

99% chance you are right, on start-up or after long over-run cycle burning oil will be valve stem oil seals, unfortunately the stems themselves COULD also be on their way out, so if the car is a keeper these should be done together to save you doing the job again, get them checked at the same time.

MK4 what? PD110, PD130, PD150, SDI, R32, 1.8T, 1.6, 2.0, 1.4.....??

Some of them are more prone to wear than others.
