If your target is 400bhp, a general rule of thumb is the flow rate of a turbo in lbs/min x10 will give the absolute max power that turbo can deliver (rule of thumb) so in your case a nice gtx2867r will get you there quite comfortably with not pitting too much stress on anything. The gtx stuff has the billet compressor wheel, go for a gtx over the regular gt series that has a steel wheel. Will make a huge difference in spool amd you'll gain a little bit of extra power from the billet wheel also

I would say it depends on what your power and torque your engine is built to take and what your future goals are with the car and how much you are willing to spend on a turbo!
If 400hp is the max you will ever run it at then using a gtx2867r (It's rated up to 480hp) will get you their at moderate boost levels which would give very good low down power being a smaller turbo with a billet compressor wheel. A friend of mine made 400 @ 1.6bar using this turbo.
Personally I prefer running a turbo at higher boost levels (around 2.0 bar) as that's when they come alive and really give you a kick up the arse. I've found running a larger turbo at lower boost makes for a 'lazy' car to drive and feels much slower, although I'm sure it would last longer.
The problems I've had with running higher pressures is boost creep from having a internal Wastegate that isn't big enough, so I'd recommend running a large external Wastegate for better boost control.
I believe Fensport sell pretty much everything you would need.
I actually have a precision 5558 Gen 1 dual ceramic ball bearing version which is rated at 590hp and it made 555hp on my Evo 6 with a conservative map on 97Ron fuel. I couldn't recommend it enough if you wanted to go down that route with a view to go for more power in the future. I've compared mine to a Borgwarner EFR turbo of similar size and mine comes on boost at the same time and holds boost better at the top end. Win win!

These cars have been around for ages! I'm sure there are plenty of people out there running similar power levels to you. Have you had a quick google or look at some owners forums to see what's working for people? There might be a well proven setup that will meet your goal perfectly that's already been done!
