It is still unclear whether the problem is that the coolant temperature generally is dropping, or just that the matrix has almost nil flow through it.

Are you able to find the coolant inlet and outlet temperatures for the heater matrix on the move? A pair of cheap wired remote thermometers with displays positioned where the driver can see them would give you that information - or get a passenger to monitor them by touch.
