I'm not sure yet to be honest. There isn't a lot, kind of a coating inside the pipes which I'd assumed is 16+ years of build up. It's coming out of the throttle body where the the pivot goes through from the vacuum to the butterfly.I did worry about the turbo as the whistle seems louder after this boost leak has developed. Pulled the intake off and can't feel any play in the shaft.

It uses vacuum to inform an actuator I believe. So all it needs is 12v power and a vacuum hose.I'm not sure which L200 you have, but this looks similar to your situation.
A smear of oil from the turbo is normal after it's got a few miles under its belt. I wouldn't worry too much.

It's a diesel, there is always oil and crud everywhere !! lolIt's really hard to tell what's going on by the video.
A combination of tiny microphone and tinny speakers at my end all I can really do is suggest more things to check.
Would you say it's down on power?
It sounds like it might be over-boosting. Could the wastegate be seized? Can you move the rod?
If it feels sluggish I'd be checking leaks on the inter-cooler side. Can be a pain to find. Ever wanted a home made smoke machine?
I don't think it would be a leak on the intake side of the turbo. I doubt it could as loud as you say it is but if you can get a smoke test done you'll pick this up also.
Another possibility, remove the intake hose form the turbo and see if the blades wobble or not. Should spin freely and firm.

I blanked the egr.
I replaced the throttle body.
I've had the intake pipes and intercooler off numerous times.
I checked the turbo, no play.
I admitted defeat and took it to a garage.
There is no boost leak. The exhaust was split in several places. I could hear the waste gate. £290 later and it's eerily quiet!
Moral of the story. Don't jump to conclusions when diagnosing problems. Also, have a good look around when under a car!
