setting the timing on a Ford 1.7L VVC engine

I've been trying to get one of these engines running properly but to no avail. I've got the crank locking pin which goes in the hole in the block to set the crank at TDC and the bar that fits in the camshaft slots.
The VVC cam (inlet) can rotate in the VVC valve/mechanism, so the question is when setting the timing where should the cam be set to? fully clockwise or counterclockwise.
Does anybody have any experience in setting one of these engines up or could somebody steer me to someone who does?
also there are two types of pins for setting TDC a short one and a longer one, which one should be used
