Generally true, but its the different makes of dyno that cause the problems.
Simplest thing is to only ever use Dyno Dynamics dynos, because generally they all read the same and will do all year round. (obviously i'm going to say that )

Yes, you would say that
It isn't really as simple as that though, some operators will inflate the figures by entering high IT figures etc. I bet if I went to another Dyno Dynamics dyno it would produce slightly different results.
