Permission for USA present model sales expires (I think ) September 2017.
Presumably not all the variants we now know, will be available from the beginning.

I've now got a year 6000 miles (and two track days) in my 2012.5 "Final 40" V12V. When I got it last December with 9000, I had the same immediate reaction as you -- no rear grip, far worse in the wet but even in the dry full throttle in 1st and 2nd was not possible.
I got new PZero Corsas back in September and at least for now, the grip is there. But I can feel the tires, after two track days, starting to lose grip again.
The Corsas I think heat cycle out well before the tread goes. This is probably my last set of Corsas, the Pilot Super Sports are probably a better tire for mostly daily use with occasional fun days on track.
Fully agree on the short first gear. I think if it went to 70 mph easily in 1st you'd see sub 4.0 times. That shift is the difference between high 3s and low 4s I think. I've driven two v12s and unlike others here, I did not find them subjectively faster. I really think a lot of the belief that the S is a lot faster is due to just being on new tires again plus at full throttle that first 1-2 shift is a lot faster.
On track days, the V12V is a very capable car. Nismo GT-Rs and new Z06s show me the taillights, but most other stuff ("normal" Vettes, most 911s, Most M cars, etc.) it is very capable of running with.
Fun car, and a keeper for me.
