What are the rules, for the registration marks in your country, Steve?

If you are interested in our UK system, from 1963 onwards, all new registration marks have included a year indicator. That was originally the idea of the motor trade, and it worked so well that some buyers bought a new car every year on the 1st August. Being a popular holiday time, it was not a well chosen date. Later the year indicators became bi-annual, 1st March and 1st September. Whether any people now buy two cars every year I do not know.
Pre-1963 registration marks tend to be the most valuable (one of mine cost £10, and people are now telling me that it is worth a lot). Prices have gradually increased over many years.
Some combinations of the year indicator type can also be sought after, but relatively few in comparison with the earlier undated ones. Some that come to mind;
ERN 1E
MAG 1C
COM 1C
C was 1965.
E was 1967.
Once issued they can change hands freely, providing both vehicles are road legal, but if for example, a car is scrapped with a desirable number plate, that is the end of it. We cannot ask the licencing authority, for any registration mark to be issued, but I wonder if that is something that you are able to do in the USA.
