Try resetting the drive by wire throttle. Key in, foot to the floor on the accelerator, turn ignition on (keep engine off, left foot off the clutch!) and hold foot down for 30 seconds. Turn off ignition and release accelerator. Then start as normal and the throttle response will be a little bit more keen.

You should also give it the beans when fully warm to blow out the cobwebs every now and again. Google Italian tune up.
So i resetted it.. I must admit I did it wrong the first time, but i did it right the 2nd time. Under 1k rpm is the same, when you blip it, it goes to like 1k or so, but then whenever it's above 1.5k it's normal. I revved it to about like 2.8k that time.
I tried some downshifts and tbh, i think a few days and ill be ok at it as i tried it and from 3rd to 2nd it was about 1.5 or 1.6k and i under-revved about 50 rpms under and you could feel it. I felt sorry for my car after 'hurting' it like that.
I think it's normal but I would need to get into another E46 and try it to see if mine is fine.
