It's not that the heat is likely to kill your average UK motorcyclist but it has been proven many times that heat and in particular dehydration can have a detramental effect on the ability to make good quality fast decissions. Making the wrong on a motorcycle can be fatal.
if you're thirsty/dehydrated. stop and get a drink. no one is chasing you with a machine gun. you're not in a race. just stop.

We should be grateful we still have a choice in the matter in this country, but by the same token if people keep riding round in shorts and flip flops it won't take long before the Gov. take steps "in our own best interests" either. Use common sense please, for all our sakes. I'm firmly in the "wear leather/armoured textiles" brigade as I want to continue riding as long as I can, and if that means having to take a bottle of water with me on a hot day, so be it.. I don't know what you guys do to overheat in leathers on a sunny day, do you deliberately sit in the sun when you stop or something?! That said, I reserve the right to sling my lid on and pop round to visit a mate locally, jeans and t-shirt style, I just try not to push my luck with it is all.
