Everyone knows that countersteering exists and whilst not necessarily understanding the principles, understands what happens when moving at speed.

Everyone also knows that at slow speeds you steer in the "correct" direction.

At some point steering has to stop and countersteering has to start. Is there a speed when neither work because they cancel each other out?

At zero corner speed you will fall off.

counter steering still results in the wheel being turned in the direction of the 'corner', both are preceded by the need to "unstabilise" the bike.
there is no real difference, just the speed and the change in gyroscopic resistance

Good spot, it's at about 15mph. At this speed it's impossible to steer a bike due to the counter-acting effect. Try it (use a GPS to make sure you're at 15mph rather than an inaccurate speedo).

If I get my shopping trolley in asda up to 15 mph loaded with irn bru will the need to counter steer it be counteracted by the gyroscopic effect on the girders.

I think there is a narrow speed range where you can either steer by turning the bars in the direction of the turn and staying upright, or by leaning the bike and therefore countersteering.
