But steal from the govt by claiming a state benefit or a tax relief you're not entitled to and the penalties are much more severe over what might just be a few thousand pounds.

One person fined £150k which for a partner at KPMG is almost irrelevant, plus he can't practice for three years, big deal ! If you're expecting Garner to go down for years I think you'll be disappointed. And much of the money will be hidden.
A good summary of the how the law favours the establishment, although The failure of external auditors is probably more about poor corporate governance rather than the individual actions of an out and out con artist like Garner. I won’t be the slightest bit surprised when he gets a suspended sentence. For those following the case the sentencing hearing for Stuart Garner, that was scheduled for today, has been postponed to a later date according to the The Pensions Regulator.

That's because people like him tend to gamble and lose other people’s money and not their own. Not surprising but still shocking. What is the point in giving a suspended prison sentence? What has he done to deserve a suspension? Apart from being posh of course. I’m sure such judges take pity and don’t want to send one their own to prison with the riff raff.
I assume he also managed to protect some of his own personal wealth from bankruptcy by using family and/or friends.
