What I don’t believe is correct is if you do 5mph over the limit you receive a similar punishment that some get for steeling something.
But you have to compare like with like.

If I personally were to be caught three times in the next few years stealing something I'd likely receive a stiffer penalty for that theft than if I were caught three times exceeding the speed limit by 5mph. Because my circumstances are that I'm not somebody who has nowhere to live, no income, an addiction to feed etc etc. There'd be little point looking at what a person in that position received as a penalty against what I got for my third speeding offence.

If the police were as ineffective at issuing speeding tickets as catching thieves or stopping other offences we would be in a much worse place.

From the above it seems that on average drivers exceed the speed limit around 50% of the time. There are around 2.5 million speeding offences per year. That sounds like a lot except that the average distance driven a year is at least 8000 miles and there are 30 million drivers in the UK. That is 240 billion miles - of which around 120 billion are spent over the limit. 2.5 million tickets is pretty insignificant.

I know some serial offenders (although interestingly the only place they may go over the limit is on single carriageways with NSL - where it seems almost everyone else is below the limit). I’ve never had a ticket in the UK and most of my friends have had one or two at most,
despite driving/riding for decades.

Perhaps the arbitrary limits could be reviewed with a little more impartiality if 50% of drivers see them as unsuitable?
