...by the BiB just off the North Circular heading into London on the A1, near Hampstead?

I did. Apparently all bikes were being stopped as part of an operation to flush out stolen bikes. The officer who stopped me said 4 stolen bikes were identified the last time this exercise was conducted.

Separately, I found out from him that he had only been riding for 2 years - I was surprised, as I expected that more experience would be required for elibility to be a motorcycle rozzer.

Often they prefer to teach from scratch....rather than trying to teach out bad habits from people that already ride.
Some months ago, going through some of my late fathers paperwork I found his Met.Police Hendon certificate after passing his motorcycle course back in 1961....and the fact that he had been slow to kick bad habits gained from being a motorcyclist before joining BiB was written on his report...!!!

An operation to flush out stolen bikes........or to check tax discs?

I bet they didn't stop cars.
