I've done manual labour in 38 degree heat under direct sunlight, and that was for 7 hours a day. 'Heat exhaustion' is caused by being unfit and not taking adequate precautions. Funnily, I covered up and didn't succumb, unlike others who thought working with their shirts off was a perfectly good idea.
Agreed.

Causes of heat stress are multiple and sometimes complex;

personal fitness, body mass, sex, anxiety level, attitude,
environment, humidity, air temperature and movement, external heat sources (including sunlight),
clothing worn and design (remember clothing keeps external heat out as well as body heat in),
level and duration of activity, experience and skill

to list just a few.

As a good example of clothing to keep heat out, look to the arab states. Impractical for a motorcycle use (especially for stunting!) but a good example of "fit for purpose" design

Only a T-shirt = madness!
What, all 4 of them in the picture, all of whom live and ride in the prevailing climate conditions rather than just look at a single photo to make their judgements?

As we in ‘blighty’ rarely get proper hot weather and thus have no understanding of the implications of heat exhaustion I think we are possibly not best placed to pass judgment. I don’t know where this photo was taken but it by the looks of the vegetation; it looks like somewhere that is pretty hot quite a lot of the time.
Lets weigh up the options shall we?

Being protected but overheated by an Airmesh jacket and helmet with visor up for maximum ventilation, having to stop for a cold drink every hour or so and then finishing with a cool shower at the end of the day

versus

looking "cool" (in a stereotypically american/homosexual kind of way) but risking ending up with facial reconstructive surgery, gravel rash, skin grafts, septicaemia, massive scars for life (and no, chicks don't dig scars) and small children running away in tears when they see you limp down the road towards them...

Yeah, choice is a fantastic thing isn't it...
But the choice is not that simple. I really don’t buy this idea that we in the UK and Northern Europe are the ONLY ones in the world who know what to wear when riding motorcycles in hot climates (of which we see very little) and that we are the only peoples who value their skin/life.

In all advanced countries of the world where there is a hot climate (Spain, Italy, France, USA, Australia etc.) the local motorcycle police who do have direct access to quality equipment ride in short sleeves. Do you really think that in the USA (litigation capital of the world) that the authorities would expect motorcycle cops to wear short sleeves just to look ‘macho’? Can you imagine the size of the law suit resulting from any injuries?

I am certainly not arrogant enough to condemn others for choices they made on subjects where they are very likely know to more about it than me. They live in the hot country and they ride there. I don’t.

Part of the hierarchy of risk control is personal protective equipment; if you choose to ignore all the previous steps and still take these risks by attempting stunts you should at least choose to protect yourself to minimise any potential injury. Or do we just expect the medical industry to look after us when it all goes wrong (I pay my taxes; I'm entitled to expect them to patch me up when I injure myself through my own stupidity...)?
I agree that it’s all personal choice and that we should weigh the pros & cons. If you read most of the opinions on here and believe the published statistics then motorcycling is by it’s nature, a very dangerous past time. Thus the question regarding health care costs extend to ‘should any motorcycling’ be covered. The other side of that argument is that if, through their own choices, a particular group significantly reduces its life expectancy then the overall cost to the state is often very much lower due to the reduced costs in pension/old age care. It’s a little published fact that, for example, smokers are actually cheaper for the state over their full life as, while they may get some pretty nasty/expensive diseases, they die younger and don’t need as much looking after in old age. NOTE: I don't condone smoking, in fact I loath it.

Part of the problem with the UK at the moment is that there are far too many 'Nanny knows best' opinions based on little more than a very simplistic overview of a subject rather than a detailed analysis of all the risks and alternatives.

Don't you think (like I do) that it's hilarious when heavy smokers and drinkers are denied lifesaving treatment on account of their unhealthy lifestyles?
The fact that they have probably contributed more in taxes in their drastically shortened lifetimes than 100 teetotal, anti-smoking health freaks counts for nothing...

Choice...?
