Surely you will need a VAGCOM diagnostics cable and software to determine the engine mapping? I can't see why anyone would want to scrawl on the ECU. A quick interrogation via the OBD port - like the VAG version of a USB port - located just above the ashtray will tell you what you want to know.
If it has hard hardware fettled then I have little doubt that the map has been altered.

As above really, I've not known of any company to mark the ECU housing after any work's been carried out on it, the best way to tell is either using vag.com to log engine info or even take it on a rolling road.
It's possible the last owner just replaced the OEM valve with an aftermarket one as these use a diaphram which can cause problems after a few years, the usual replacement suspects are made by Forge and either a 006 or 007 model (these are recirc valves opposed to atmospheric "dump" valves).
