Thank you all took me about half an hour to figure it out. A 50p hanger and a £3 torch fixed a £40k car...
For those of you struggling to find the blower, stand on the front, look through the gaps revealed when taking out the pan and look in the direction of the multimedia screen, not towards the driver. You'll see it very clearly. Also remember to spin it anti clockwise and with the ignition off!!!

Turns out there is an official service bulletin (code LTB00972V9) which describes the situation and recommends a manual spin by first disassembling the whole unit. Of course they won't recommend the hanger/broom method. The problem is I showed this at Williams LR last week and they said JLR pulled the bulletin and they can't see it. They may struggle to honour the warranty, especially if they can't see a fault (since I fixed it prior to taking it). Slightly outraged...
Answering my own question here - but for anyone else looking, the Evoque seems to have the same issue as the Discovery Sport. Poking the blower with a stick fixed ours
If you're unable to see the blower with the battery cover removed, make sure you have air recirculation turned off. When I first looked I had the climate control system set to automatic and recirc must've been turned on as this closes a flap over the blower meaning you can't see it (or poke it for that matter!).

Thanks for tip re turning fan blade manually. DS (16 plate) been idle for just over a week, started up but fan not running. Followed advice but found it hard to locate fan until I realised I wasn't looking deep enough into void. Found fan, turned fan with extended wire coat hanger (ignition off) - BINGO, problem solved. Thanks to all concerned but annoyed that Landrover not doing anything about known fault. Coat hanger now in boot but hope not needed again!!
I'm just another totally grateful for this thread! Noticed recently that the heater/air con didn't seem up to scratch and yesterday established there was no fan at all. Followed instructions here and had nearly given up cos I couldn't see it but suddenly realised it was right there. Poked with a garden cane and hey presto! Ludicrous that this should be needed (been on 10 day holiday recently) but the look on my face when I fixed it myself was a picture! Trust me, I'm crap at such stuff!

I had this issue today.. The car had been parked up for a week or so and the weather had been vile. A 30 minute commute this morning with no fan. Some Googling suggested the "bounce it over a couple of kerbs and see if that frees the fan off" method. A couple of minutes driving like a prat round the empty office car park, aiming for the kerbs, saw the fan spring back to life
Got my DS HSE in Nov 2017. First occasion the fault appeared was Feb 2018, the car had been idle for two weeks, being an engineer I carried out all the basic checks, but was slightly confused by the power being visible on the climate control panel and the blower 40 amp fuse intact. I was on the verge of taking the car back to the dealership (under warranty) when the blower started to work. I put the issue down to maybe a low battery and a shutdown of high powered items and needing a reset.
The second occasion of the fault was Nov 2020, the car was idle for one week. I checked some Landrover forum sites, before I contacted the dealership, (no longer have a warranty) and then found piston heads. I read the article from other members and followed their instructions and bingo, back to normal.
NB I did read quite a few replies which helped me gather all the correct information.
Thank you fellow members and piston head.
1. Ensure the ignition is OFF.
2. Ensure the air recirculation in OFF. (the blower fins are more visible)
3. Lift the bonnet and on the RHS is a horizontal flat plastic panel. The panel you need to remove is by 5 plastic screw clips. Open it and look with a torch
diagonally towards the drivers side of the car. The blower fins are white and 3 to 4 inches diameter.
4. Use a rubber or wooden stick to spin the fins ANTI-Clockwise.
