Some brake advice please?

Have a 1993 land rover disco 2.5tdi,but unfortunately has not been driven for 12 months(second car!)
Time to try and mot, but brakes have stopped working. Fluid had dried up a bit, topped up but no difference.
Brake pedal feels slightly different, travels to the floor when pressed, with engine off. But when engine running, brake pedal when pressed stays on the floor and does not return to normal position.
Brakes do stop you. However you have to remember to pull pedal back up with your big toe! Not recommended.
Any advice greatly appreciated.

Probably the master cylinder or a brake caliper, check fluid level again and see if it has lost any more, if so have a look to see where it has leaked from and go from there.

Thanks for ideas Church,will check master cylinder. Could it maybe be the servo? If so, how would i check its working properly?
