Hard Top or CSW?

Hi to you all.
I'm looking to buy an early 90, hopefully 200TDi, and have noticed that CSW's or even hardtops with windows command a lot ore than hardtops.
What are the legal implications of buying a hardtop, which is effectively a van, and putting side windows in and some rear seats? I would probably take the side facing seats out of a CSW anyway and use some forward facing seats from Exmoor! I have noticed also that some HT's are 'plus VAT' even from private sellers. Does this make a difference if you are going to convert it to a SW, and are there any tax implications after this has been done.
My insurance company for my Series 3 hardtop say it makes no difference to them - but this is possibly because it's on classic car insurance!?
