Fees are linked to cost of operating and companies house made significant savings via web based electronic services.
Under Mrs T, government departments were encouraged to show "profits" on their activities. That's why they hiked to charge to £20. The EU stepped in and said government departments should not be profiting from those who fund them with their taxes and that charges should only cover costs with no profit element attached. That's where the £13 came from. Since then they have obviously reduced their costs and been able to keep the charge at £13.

Let me guess OP.... you’re a contractor operating through a limited company to be tax efficient and are moaning about a £13 fee

Try applying for any trade licence and then complain about form filling and costs.
